                                          Meaning of F.I.R. i..e. First Information Report   

Actually ,the FIR is not defined by the code of criminal procedure .It may be defined as  follows 

1.any information given to the police officer 

2.such information relate to a cognizable offence .Cognizable offence stands for  'A  police officer can arrest without warrant.

3.on basis of such information inverstigation commences.

SO,the information given to a police officer and reduce to writing as required by this section is called  u\s 154 is called FIR.such information must be cognizable offences

                                              Actual Meaning of section 154

Every information relating to commission  of cognizable offence, shall be given orally to an officer in charge of a police station &such officer officer in charge  can reduce the orall statements of the informant in writing or he may direct any police officer subordinate to him .such information ,be read over to the informant ,such writing statement shall be signed by the informant whether it is  orally reduced or given  in writing  by the informant.A copy FIR shal be given to the informant free of cost.If there is any refusal  from the police station under sub -section (1)thn such information may send in writing by post to the Superintendent of police if it is satisfied that such information discloses the commission of a cognizable offence ,superintentendent of police either investigate the case or direct any police officer subordinate to him.

In that case ,a police constable refused to record the complaint due to territorial jurisdiction over the place of crime.

It was held by the Supreme court refusing to record the complaint is a dereliction of duty on the part of the constable &also territorial jurisdiction could not have prevented the constable from recording information.  AGAIN in RAVISHWAR MANJHI  VS STATE OF JHARKHAN

  It was held , mere information received on phone by a police officer without any details as regards the identity of accused or the nature of injuries caused by the victims as well as the name of the culprits may not be treated as FIR.............
